Cardio is best for overall weight loss, you cant just target an area to lose weight on really, things like riding your bike, jogging, walking, running, swimming etc should help!
You can start walking around you block or on your sidewalk. Then you can start jogging. Its more fun doing it with a friend and both of you can motivate each other.
regular exercise is the best way to go. If you want to do it for free just jogging is enough. And you dont starve yourself! You eat HEALTHY. Eating healthy will actually help you lose weight quicker then starving yourself, because you are giving your body the nutrients and energy that it needs to burn fat.

Eat 4-5 small meals every day, eat every 3 hours.
Do not eat past 8:00
What to eat:
-lots of vegetables (at every meal)

-anything deep fried (calamari, chips, kfc, etc.)
-white bread, pasta, etc
-packaged snacks (popcorn in a box, sweet treats, crisps, cakes)
-cakes, cookies, etc
Exercise for at least 30minutes for 5-6 days a week (one day of rest).
Good exercises:
-running, yoga, badminton, skiing, snowboarding, swimming, soccer, basketball, skating, etc.
-crunches
-push ups
-sit ups
-planks
